Sticky Bucketing: Opt-in Instead of Opt-out

What
Organizations using sticky bucketing can now configure it to be off by default for new experiments, so each experiment team enables it explicitly rather than having it on automatically.
Why
When sticky bucketing was enabled for an org, it applied to every new experiment automatically. Teams that wanted to use it selectively had no per-experiment opt-in path, and turning it off per experiment was easy to miss.
