Contextual Bandit: Add and Remove Variations

What
Variations can now be added to or removed from a contextual bandit while it is running. Removed variations are deactivated rather than deleted, so historical data and hash IDs are preserved.
Why
Adding a new creative or retiring a poorly performing variation previously required stopping and restarting the bandit, losing continuity in the model's learning and resetting traffic weights.
